Why the order is fixed
An inground pool is built in a set sequence, and the order is not arbitrary. Each phase depends on the one before it: you cannot run plumbing before the hole is dug, and you cannot finish the interior before the shell is shot and cured. Understanding the sequence takes most of the mystery out of a pool build and helps you follow the project as it moves.

Design, permits, and layout
